Position Overview

Applications are invited from suitably qualified and experienced persons to fill in the above vacant position in the Architectural Services Division of the Department of Works in City of Harare.

Job Purpose

To provide strategic leadership, management and supervision of the Property Development and Maintenance Unit, with responsibility for the effective planning, coordination and delivery of capital development projects and planned, routine and emergency maintenance works. The incumbent shall provide leadership in project and asset management, construction operations, resource utilisation, financial management, risk management, staff development, contractor management and stakeholder coordination, ensuring that all works are delivered efficiently and in accordance with approved standards, budgets and regulatory requirements.

Key Performance Areas

  • Developing and implementing property development and maintenance strategies, programmes, standards and operational plans. 
  • Planning, coordinating and overseeing capital projects and maintenance works from inception through implementation to completion. 
  • Developing project concepts, feasibility proposals and business cases for property development initiatives. 
  • Managing construction and maintenance programmes, including contractors, consultants, artisans and other project stakeholders. 
  • Coordinating project planning, programming, implementation, monitoring and delivery. 
  • Managing budgets, expenditure, resource utilisation, cost control and forecasting. 
  • Ensuring effective management and maintenance of Council property assets and facilities.
  • Ensuring compliance with applicable building regulations, approved designs, statutory requirements, occupational safety standards and Council procedures. 
  • Managing project and operational risks and implementing appropriate mitigation measures. 
  • Providing leadership, mentoring, supervision and performance management of staff within the Unit. 
  • Maintaining effective communication and professional relationships with internal and external stakeholders. 

Qualifications and Experience

• A recognised Degree or equivalent qualification in Project Management, Business Administration, Property Development, Asset/Facilities Management, or any other relevant built-environment discipline. 

• Recognised apprenticeship or technical training in Bricklaying, Electrical Power Engineering, or other relevant construction trades, complemented by appropriate professional or managerial qualifications. 

• A minimum of five (5) years' relevant post-qualification experience in construction, property development, project management and/or building maintenance/ facilities management. 

• Registration with the relevant recognised professional body, where applicable, shall be an added advantage. 

• Master’s Degree an added advantage 

• A valid Class Four (4) Driver's Licence. 

Skills and Competencies

• Strong leadership, supervisory and people-management capabilities. 

• Sound knowledge of construction, property development and building maintenance operations. 

• Project, contract and financial management skills. 

• Ability to effectively manage consultants, contractors, artisans and multidisciplinary teams. 

• Strong planning, analytical, problem-solving and decision-making abilities. 

• Knowledge of statutory and regulatory requirements applicable to construction and property development. 

• Excellent stakeholder management, interpersonal and networking skills. 

• Effective written and verbal communication skills. 

• Ability to work effectively within a multidisciplinary team. 

• High standards of integrity, accountability and attention to detail.
