Mandatory Migration of All Tenders to the National PRAZ e-GP System

In strict compliance with the Public Procurement and Disposal of Public Assets (PPDPA) Act [Chapter 22:23] and statutory regulations issued by the Procurement Regulatory Authority of Zimbabwe (PRAZ), the City of Harare notifies all prospective bidders, suppliers, and contractors that all municipal tenders, requests for proposals (RFPs), and expressions of interest (EOIs) are administered exclusively through the national Electronic Government Procurement (e-GP) System.

All potential bidders are required at law to access, download bidding documents, seek clarifications, and submit their tender responses directly on the PRAZ e-GP platform (https://egp.praz.org.zw). Tenders and bid submissions are no longer published or accepted on the City of Harare website or through physical/manual drop-offs.

How to Access & Bid on City of Harare Tenders

Follow these four mandatory steps on the national PRAZ e-GP platform:

Register / Login on PRAZ

Go to egp.praz.org.zw and click "LOGIN" > "Supplier". Ensure your company holds an active PRAZ supplier registration certificate in the relevant procurement category.

Open the Bulletin Board

From your supplier portal dashboard, navigate to the main Menu and select "Bulletin Board" > "Latest Tenders" to view all active public sector bidding opportunities.

Filter by "City of Harare"

Filter public tenders by selecting City of Harare as the Procuring Entity, or search by specific 5-digit Tender ID or keywords to inspect specifications and download Standard Bidding Documents (SBDs).

Prepare & Submit Online

Click "Add to My Opportunities" then "Prepare Response". Upload your technical documentation, compliance schedules, and financial proposal before the automated countdown deadline.

Critical Statutory Rules for Prospective Bidders

No Physical or Email Bids Accepted

Under the PPDPA Act, physical drop-offs at Town House or tender documents submitted via email are legally disqualified and will not be evaluated.

Strict Automated System Deadlines

The PRAZ e-GP portal automatically locks bids at the exact closing second. Bidders are strongly advised to complete electronic submissions hours in advance.

Valid PRAZ Certification Mandatory

All bidding entities must hold a valid PRAZ registration certificate and compliant tax clearance certificate during the bid evaluation period.

Anti-Fraud & Direct Channel Advisory

All official procurement is transparently recorded on e-GP. The City of Harare does not charge cash fees outside official statutory PRAZ channels.
