Council to clamp on illegal activities

Council is conducting a joint enforcement operation aimed at clearing all illegal activities in the Central Business District and all residential areas.
Council is conducting a joint enforcement operation aimed at clearing all illegal activities in the Central Business District and all residential areas. The operation which is targeting all illegal vendors, buildings, abandoned vehicles parked along road sides, street car washing among others will see the Harare Municipal Police, Development Control Unit, Amenities working hand and glove to completely deal with the illegalities. This comes after a special council resolution made on 7th of February 2023 by the Environmental Management Committee targeting the City’s bus termini and CBD. All goods confiscated shall be taken to the Harare Municipal Police while impounded vehicles will be sent to the central stores compound with penalty tickets being issued to offenders. Acting Amenities head Mr Lisben Chipfunde said they will be enforcing the Anti-litter By-Laws of 2016. “This is a special operation that we were not conducting about anti-littering which is so rampant throughout the city. “The Environmental Management Committee resolved that we should start to enforce the statutory instrument 30 of 2016 which is an anti-litter by-law. “The By-Law states that if any individual is caught throwing litter everywhere is required to pay a fine,” said Mr Chipfunde. He added that if it is a company or industry will also pay a fine. The by-law encompasses prohibition of the deposit of litter, disposal of unclaimed vehicles, obstruction, takeaway and licensed premises. Fines for domestic waste from a standard size receptacle/carts is US$36, for domestic waste from a vehicle one is supposed to pay US$113 while for industrial all commercial waste dumping is US$385 or paid on the prevailing bank rate. Mr Chipfunde however bemoaned the continuous rise in street car washing by individuals who he said are causing a lot of littering in the street. He said continuous enforcement must be escalated. CBD termini targeted are Speke Avenue, Market Square, Charge Office and Simon Vengesai Muzenda.
