HARARE — ActingTown Clerk Advocate Warren Sean Chiwawa says Strategic Public-Private Partnerships (PPPs) remain central to the City of Harare's efforts to strengthen service delivery, improve operational efficiency and meet Minimum Service Delivery Standards. Speaking yesterday during the Zimbabwe Investment Development Agency (ZIDA) delegation site tour of Helcraw Water facilities, Adv. Chiwawa said the City is mobilising investment, technology and technical expertise through its collaboration with Helcraw Water Private Limited to accelerate the City's minimum service delivery targets in water production, distribution, billing and infrastructure rehabilitation. "There are tangible contributions of these partnerships to service delivery in Harare. "This progress is strengthening accountability in water use and supporting efforts to reduce Non-Revenue Water," Adv. Chiwawa said. He disclosed that the City's recently concluded Third Quarter Performance Review shows that the most notable improvements are being recorded in areas where the City is working with strategic partners, underscoring the value of partnerships in advancing service delivery and achieving performance targets. He said as the City expands its strategic partnerships, focus remains on strengthening institutional coordination, deepening investor engagement and aligning infrastructure investment with long-term service delivery priorities. Adv. Chiwawa said the City values the strategic role of ZIDA and remains open to its technical guidance, investment facilitation and advisory support as it seeks to expand its PPP portfolio. "Our objective is clear: to build partnerships that translate investment into reliable water services, resilient infrastructure and improved quality of life for the people of Harare," he said.
