Council targets litterbugs

Mayor Jacob Mafume has urged the city’s municipal police to intensify enforcement of the Harare (Anti-litter) by-Laws contained in Statutory Instrument 30 of 2016 and penalize litterbugs.
Mayor Jacob Mafume has urged the city’s municipal police to intensify enforcement of the Harare (Anti-litter) by-Laws contained in Statutory Instrument 30 of 2016 and penalize litterbugs. According to the by-laws any individual who is caught throwing litter everywhere he/she is liable to pay a fine. "Everywhere, where people are operating there is litter," he said. Mayor Mafume said officers should ensure that every business has a dust bin, to keep the city clean. Every business owner is mandated to provide adequate number of bins around his area of business at his own cost, as well as monitoring the vicinity of the premises during opening hours and ensure the area is free of litter. Fines for domestic waste from a standard-size receptacle/cart is US$36, while for domestic waste from a vehicle, one is supposed to pay US$113. The fine for industrial and commercial waste dumping is US$385 or paid on the prevailing bank rate.
