As part of transformation and work culture change Harare City Council has set up a strategic team tasked with spearheading revenue collection in seven identified areas.
Council wants to supplement the rates account and cushion ratepayers from rates increases through financial innovation and strategic thinking that maximises on new revenue streams and revival of old streams that had become redundant or were not performing optimally.
The seven areas are markets, leases, business licenses, regularisation of informal settlements, regularisation of structures in built up areas, land sales and cost containment measures.
The team leaders do not work in the sectors that they lead so as to inject energy and fresh thinking.
Health Services director Dr Prosper Chonzi is the strategic leader for markets, Acting Chamber Secretary Mr Charles Kandemiri (leases), Housing and Community Services director Mr Addmore Nhekairo (business licensing), Acting Harare Water director Eng Mabhena Moyo (regularisation of informal settlements), Acting Human Capital director Rtd Major Matthew Marara (regularisation of structures in built up areas), Acting Finance director Mr Stanely Ndemera (cost containments) and Mr Richard Chigerwe (bill collections).
The teams appointed after the city’s management devised viable revenue enhancement strategies are expected to improve systems, standards and controls.
